My daughter moved into a new college apartment and the laminate flooring is really awful.    If I take a take a damp paper towel/rag and wipe the floor it will be black.
Where is this black stuff coming from and what is it.    The floor is a real light color and you cannot see any black stuff but the floor turns my paper towel/rag black.   I have asked her if she always has black feet from walking on it and she said yes.    Help!!!

Most likely there is some kind of cheap wax on it.  It needs to be removed and restored.
You need to buy some LamanatorPlus Deep Scrub and Restoration.  They actually have a do-it-yourself kit that has everything you need to restore laminate.  It includes the Deep Scrub, Restoration, Buff Dry Maintenance Product and a mop kit with handle and a DVD instructional video. Awesome and easy to use...it will work on that floor...
You can find them on the internet at www.lamanatorplus.com
Good Luck... Grin
