preapring floor for installation

I will be laying a laminate floor over good lineolium. There slight rise in the floor--greater than 3/16ths of an inch--thgat may be from the house settling. It goes from the dishwasher to the center island; the from the center island to a closet door.
If I want to sand this down do I need to pull off some of the lineoleum first or just sand thru with my belt sander?
thanks,
john
